East Sussex Devolution Proposal

Consultation on joint proposals for devolution in East Sussex are under consultation. We summarise the key aspects of the proposals by the East Sussex Authorities of East Sussex County Council and five borough/district councils – Eastbourne, Hastings, Lewes, Rother & Wealden.

Overview
- The Proposal was submitted jointly on 21 March 2025 by all six East Sussex councils.
- It proposes a single unitary authority covering the existing county boundary (@555,500 population), meeting the government’s 500k+ guideline
- However, if government allows or public feedback suggests, alternative configurations may be explored
Rationale & Goals
- The Proposal Aims to simplify the two-tier system, reducing costs and improving accountability
- Expected benefits include more efficient, integrated services (e.g., adult/children’s services, planning, waste), better resource use, and a stronger identity at county level
- Builds on existing partnerships—like the Joint Waste Partnership and Integrated Care System—to ensure continuity and resilience
Costs & Efficiencies
- The transition cost is estimated at £30–35 million, covering IT consolidation, staffing, legal change, and community engagement.
- The Councils currently lack reserves to self-fund this; government support is essential.
- Short-term savings may be constrained; long-term gains expected through shared services, asset rationalisation, and streamlined procurement.
Governance & Democracy
- Plans to keep local representation robust – drawing on models with approx.4,000–5,000 electors per councillor.
- Maintains strong links with parish/town councils and considers creating town councils in non‑parished areas
- Intends to retain democratic scrutiny via area committees and devolved local decision-making .
Consultation & Engagement
- Public consultation runs from 12 May to 23 June 2025, with further engagement planned before the final proposal in September
- Early discussions held with town/parish councils, parish associations, businesses and VCSE organisations
- Strategy includes surveys, online tools, public meetings, briefings, and targeted outreach (e.g., social media, newsletters)

Timeline
- Interim plan submitted: 21 March 2025

- Final plan due: 26 September 2025
- Shadow authority elections: April/May 2027
- “Vesting day” for new unitary: April 2028
